The starting point of the Environment and Planning Act is that decentralized public authorities will bring together their rules on the physical living environment in one area-wide regulation. According to the legislator, this promotes clarity, cohesion and compliance with the regulations. Provincial authorities lay down their physical living environment regulations in a so-called environmental regulations.
